Pharmacy premises licensing policy formulation: experience from Ghana

Abstract Background Licences to operate pharmacy premises are issued by statutory regulatory bodies. The Health Institutions and Facilities Act (Act 829) Professions Regulatory Bodies 857) regulate the business of supplying restricted medicines retail, respectively, this could create a potential overlap for practice in Ghana. We theorise that regulation duties stems from how law-makers framed issues narratives during formulation these Acts. Objective To describe policy actors involved, framing decision-making processes relating licensing formulation. Methods A qualitative study was conducted data gathered through interviewing eight key informants reviewing Hansards, reports, bills, memoranda Acts 829 857. Data were analysed map venues, processes, narratives. Results Ministry drafted bills July 2010 with consensus internal stakeholders.
